Shadaloo: M. Bison's Empire

Most of Street Fighter's villains belong to a single organization — Shadaloo (also written Shadowloo). It is the shadowy hand behind the series' first two entries, and the tool of M. Bison's ambition.

An underground empire

Shadaloo is a vast criminal syndicate involved in arms dealing, drug trafficking, and terrorism — evil on nearly every front. Its head is M. Bison, the militarized man brimming with "Psycho Power".

Shadaloo's ambition is simple and direct: rule the world. To that end it recruits strong fighters, builds weapons, and infiltrates governments, spinning a vast web in the dark.

What makes Shadaloo so formidable isn't just money and guns, but M. Bison's uncanny force — "Psycho Power". It's a power that can warp reality, control minds, and crush opponents with pure will. Bison used it to overwhelm countless fighters, and to cheat death time and again.

That Psycho Power is Shadaloo's "soul". When Bison is strong, Shadaloo is strong; when Bison falls, Shadaloo is headless.

Threading through the early story

Shadaloo's shadow hung over the series from the very first Street Fighter. Bison staged world tournaments, recruited fighters, and expanded his reach, all the way to becoming the global villain of Street Fighter II. Ryu, Ken, Chun-Li, Guile — nearly every hero's fight ultimately pointed at Bison and Shadaloo.

By the Street Fighter Alpha series, Shadaloo became the focal point of many factions: Interpol's Chun-Li hunted it, the military's Guile aimed to destroy it, and Bison himself treated the organization as an extension of his own ambition.

The organization's fate

Shadaloo could not escape collapse. In Street Fighter Alpha 3, Bison was defeated and Shadaloo's headquarters destroyed, scattering the organization. Bison himself was beaten and "killed" repeatedly, yet kept returning through Psycho Power — but that once-almighty empire became history.

Shadaloo's significance is that it gave Street Fighter a clear villain faction. Without Shadaloo, there's no Bison, and no reason for the "avengers" like Chun-Li and Guile to step forward. It is the vessel of "evil" in the Street Fighter world.
